Ensuring Public Resources Deliver Public Value

Governance, Accountability & Public Finance

The true test of leadership is not how much money is spent. It is whether that spending improves people's lives.

Every year, billions of shillings are allocated to county governments to provide healthcare, support agriculture, improve infrastructure, expand educational opportunities and deliver essential public services. Yet many citizens continue to ask a simple question: Are we getting value for our money?

As Senator, I believe accountability is not about politics. It is about ensuring public resources are used efficiently, transparently and in the best interests of the people.

Strengthening Oversight and Accountability

The Constitution entrusts the Senate with the responsibility of exercising oversight over county governments. Oversight should never be viewed as an attack on county governments. It is a constitutional responsibility designed to improve service delivery and protect public resources.

I will support:

  • Timely review of audit findings
  • Implementation of recommendations from oversight institutions
  • Stronger public finance management systems
  • Transparent reporting and accountability
  • Evidence-based decision-making

Following the Money

Public participation becomes more meaningful when citizens understand how public resources are allocated and spent. Too often, budget documents remain inaccessible to ordinary citizens despite the fact that those resources belong to them.

I will champion greater transparency through:

  • Simplified budget information
  • Public awareness initiatives
  • Citizen-friendly reporting
  • Open access to public finance information
  • Enhanced public participation in budgeting processes

An informed citizen is better equipped to hold leaders accountable.

Fighting Waste and Inefficiency

Every shilling lost through waste, inefficiency or poor planning is a shilling that cannot be used to improve healthcare, education or economic opportunities.

Good governance requires:

  • Better project planning
  • Responsible procurement practices
  • Timely implementation of projects
  • Value-for-money assessments
  • Continuous performance monitoring

The goal should not merely be spending more. The goal should be achieving better outcomes.

Strengthening County Institutions

Strong institutions are the foundation of effective governance. Counties perform best when public institutions operate professionally, transparently and within the law.

I will support efforts to strengthen:

  • Public finance management systems
  • Internal controls
  • Audit functions
  • Performance management frameworks
  • Compliance with constitutional and legal requirements

Evidence-Based Policy and Decision-Making

Good governance is guided by facts, data and evidence rather than politics, sentiment or personal interest. I will promote a culture of evidence-based policy and decision-making that prioritizes citizen welfare and long-term development over short-term political considerations.
